I've been doing IP whois and sending reports, and I've even had polite promises of action from China telecom. Korea is the worst actor now; spam from there traces back to the Korean IP assignment agency, which disclaims responsibility and gives broken links to what they claim is the real whois site for Korea. I don't really want to consult my Korean colleagues on this.
