Note that my reference is targeted to GCC/binutils, it wasn't targeted to the
MinGW runtime which we'll keep in sync with both products.  So, the stance we
take isn't recent but long standing from inception of MinGW.  The two are
separate products but share some common files.

Just like it should and will in the forseeable future.
