In my experience under the cygwin-1.1.4.tar.gz package, bash will tie up 100% of the cpu upon completion of any background task (example: ls &). This continues until ANY valid key is pressed in the initiating shell's window, not just the enter key as has been reported earlier. Yesterday I downloaded the older cygwin-1.1.3-1.tar.gz package and copied only the cygwin1.dll to my bin directory. With this being the only change to my system, background tasks now terminate normally without forcing bash to dominate the cpu.
