Hmm. I wonder if you have anything in the HKEY_LOCAL_MACHINE\SOFTWARE\Cygnus Solutions\CYGWIN.DLL setup\b15.0\mounts registry entries? This was meant to be a default which would be setup by Admin and provide a new user with default mounts.
