Giving a filename ending in '%' (eg '%' or 'a%') to 'touch' crashes B20.1.
Eg 'touch "%"' from the NT cmd.exe .

Running the command from bash - or from cmd.exe where the filename begins
with '%' but doesn't end in it - gives an error such as 'touch: %: No such
file or directory' - even if a file '%' already exists.

I have not experimented further, other than finding a similar problem with
'cat'.  I am not on this list, but I thought you might like the bug report.

My CYGWIN=tty,binmode .
