This message was sent directly to me, and copied to the cygwin mailing list. I
don't speak Japanese nor is my computer set up for Japanese characters.
However, I'm betting this message is about difficulties people have been
having downloading the pre-compiled perl binaries from cygutils.netpedia.net.

The problem is that netscape, under Win32, is corrupting the .bz2 files. I
don't know why. For now, try one of the following options:

(1) use IE to download (I don't *know* that this will work, it's just a
suggestion)
(2) use "wget" to download (source available from
ftp://prep.ai.mit.edu/pub/gnu/wget-1.5.1.tar.gz and compiles under cygwin)
(3) use ftp, and download from:
ftp://ftp.franken.de/pub/win32/develop/gnuwin32/cygwin/porters/Wilson_Charles/B20/perl/packages/perl5.005_03-cygwinb20-dynamic-v1.4.tar.bz2
