Please check out the V IDE. While it is still undergoing very active
development, the current release is very stable, and it is designed
around and for the egcs compiler - either Cygwin or Mingw. It will
only get better and better in how it works with Cygwin.

It currently supports 3 editor command sets - one generic modeless,
and Vi and See, which are moded editors.
