Subject:	[ANN] Perl patch v1.4.1

I learned how "pod" documentation is supposed to work, so fixed the
README.cygwin32 and added a lot of info to it. Also, there is a minor
fix to the Configure script to help with $PATHs that have spaces. These
changes don't affect the binary, so there is no corresponding binary
release. Get the patch at:
