This solved the bison problem, but it didn't show up on the mailing list
archives, for some reason, so I'm sending it again.

I had the same problem with bison on win98 - and I had a problem with bash:

bash.exe: warning: could not find /tmp, please create!

I gave it a /tmp and bash and bison are working now.
