The file you're referring to may be "win32.zip" located here:
<ftp://ftp.borland.com/pub/delphi/techpubs/delphi2/>.
That's a win32 api help file for Delphi 2.0.

I found that by searching the Cygwin archives for this:
<http://www.cygnus.com/ml/gnu-win32/1998-Feb/0608.html>,
and then poking around Borland for the new location.

There's a Windows API Guide for Visual Basic 5.0 at:
<http://skyscraper.fortunecity.com/transmission/45/api/>.
The site is also downloadable as a zip archive.
