No, this bug is solved in current winsup sourses with the following lines in fork.cc:

+       /* Ensure winsock is enabled for the child. */
+       socket_checkinit();
  #if 0
        print_checksum (4,   s->base[0][0], s->base[0][1]);
        print_checksum (5,   s->base[1][0], s->base[1][1]);
