As I recently mentioned on the GNU-Win32 mailing list a free resource compiler
(rcl) is available for download from the Minimalist GNU-Win32 Download page:

Since you are probably compiling under win32 you will also want to pick up
cvtres from the same location. While you're there you can check out the rest
of the Minimalist GNU-Win32 stuff under the main page:
