Values event service routine is called with:
	ES:SI -> associated ODI ECB (see #03011)
	interrupts disabled
Return: DS,BP,SS,SP preserved
	interrupt disabled
Notes:	the service routine may invoke any IPX/ODI function except CloseSocket
	it is safe to send a packet and wait for completion if enough stack
	  space is available
