Need is rather simple: gschem for a graphical representation, pcb for the graphics on the layers and a BOM. Yes pcb would in particular need a more general approach to draw pins/pads/vias. In gschem I could draw whatever circuit I want without a problem although I might have problem with gnetlist backend.
