Do not make the process open ended. Set a reasonable end date to the phase in advance. Step two: discussion Let people comment on the wishes. Set a reasonable end date to the discussion phase. Step three: prioritize Let people give the lists which whishes they'd like to see the most. Set a reasonable end date. This way, the results get a lot less random.
