Why limit yourself to 32 layers? PCB has no such limitation. You don't have a paste layer group. You don't support multiple silk layers on top/bottom (different colors?) PCB doesn't support rotated ovals (i.e. general ellipses). Do you want to? Arc is missing radius. Do you want to support arcs with different width/height? What about segments of rotated ellipses? Arbitrary splines? Do you want to support flex cables, where the "top" layer changes depending on where you are on the pcb?
