Mostly because small mechanical margins can mean that stuff can look right with out fitting perfectly when a pick and place machine runs. Of course if we had vetted footprints that might change. At least vetted footprints would help the hobbyist community a lot. I trust the stuff on geda-symbols way more than say something for eaglecad.
