Usually, when people complain that they can't mirror an element, what
they really want to do is move the element to the other side of the
board instead.  While you can physically rotate a component, you can't
physically mirror image it.  If you really do have a component that is
a mirror image of an existing footprint, the right thing to do is make
a new footprint that matches it, with an appropriate name, to prevent
design mistakes.
