You don't use mills that small to drill holes, they'll snap, but I've drilled holes as small as 0.013" with a CNC router successfully: https://www.youtube.com/watch?v=SR1y6Eq19EU (which is 0.0145 but you get the point) What you need is something that does a drill-peck cycle for each X,Y hole location.
