There's no reason to have them work differently by default, and it takes a long time to get used to switching between them. The existing behavior must still be available as an option of course. I also think pcb system is a bit better than gschem, but there's also the question of which is more typical of other similar interfaces. I don't know what the default behavior should be exactly, but it should be consistent.
