The issue of long file names only arises if you want to run the same programs in the same directory both on plain DOS and on Windows. If your only need for DOS is to run a production program, I imagine it won't be difficult for you to have a separate directory where you run it on plain DOS. If you can do that, you don't need to worry about the numeric tails at all. (I'm not even sure the NameNumericTail key exists in the XP's registry.)
