I agree 110% on the sentiment. Looks like he wants access to the hardware such as you can do from DOS, but wants a Windows program. If this is correct then this is not the newsgroup to ask regarding how to do it. A MSVC, Borland, Cygwin or MingW newgroup if they exist would be where the question should be asked.
