Then create them.

That's majorly wrong. There should _not_ be a  C:\DJGPP\bnu2121b
directory. There should be C:\DJGPP\bin and  C:\DJGPP\include
directories (and some more).

Do what README.1ST say and use UNZIP32.EXE to unzip.
