Essentially yes. Actually, RSX is more than just a library --- it's a complete replacement of the DJGPP runtime environment. Using RSX, you're essentially cross-compiling: the compiler runs under a different system (DOS) than the programs it makes (WIN32). For many applications, using a native Win32 compiler (Cygwin or MinGW32) is preferrable to that. For the time being, I'd advise to set aside all these issues and concentrate upon learning the C programming language itself, first.
