I'm not sure if the problem is permanent, but at the CVS site they do have a new version available, so maybe the link ought to be changed anyway. The bad link says "download the software", and it links to ftp://ftp.cvshome.org/pub/cvs-1.10/windows/ I was able to download a copy from the CVS site.
