Because someone might be wanting to compile dtou.c on a platform other
than DOS, where O_BINARY usually won't exist.

With to a few changes like this which people (including me) have put
into the code, you can even do the whole DJLSR build on another
platform, provided you have a platform-to-DJGPP crosscompiler
installed, first.
