You'ld have to compile your own binutils from sources, and activate
ELF format output at 'configure' time.

But I don't think that would get you anywhere: you cannot use ELF
files for native DJGPP, anyway.  Not yet, and not in the planned
future. 

So the real question remains: what do you intend to use those ELF
files for, and why would you want to DJGPP, of all things, to create
them?
