I don't have an ME box to experiment, and no Swedish keyboard either, but I'd guess that a call of 'keyb se' or whatever the acronym for Sweden is, in a fresh DOS box, should work. And the effect of COUNTRY should be taken over by the Windows-side locale setting, anyway. Not being able to generate a character is usually related to the keyboard, not the code page of a DOS box. It's well-established praxis here in Germany to not use DISPLAY.SYS at all.
