One easy way is to create a djgpp.bat that sets your path, the DJGPP variable, and cd's to a starting point and runs command.com (or bash, or whatever shell you use), and create a shortcut to it from the desktop. That's what Cygwin does and it's pretty reliable across all the Win* platforms.
