Look for resident programs (try disable them), not only DOS programs, also the crap that lives in your "system tray", the best way to disable them for testing is pressing Ctrl+Alt+Del and killing the unneeded stuff. I never saw the behavior you describe and I tried W95 OSR1, W95 OSR2, W95 OSR2.1, WNT 4.0 and WNT 4.0 SP3.
