The most effective way of being able to ban users is to require each user to have a login. This can be done with simple CGI. Nothing needs to be done at the browser end. I don't think you are quite justified in remarking "as if this is a very hard task", since you don't seem to have had many ideas yourself. Using anything in the vein of MSIE Internet Control does not sound like beginner's work.
