Which only means:
 o mirror the standard pw32 distro on your web site (and point your
   product's README to your mirror)
 o include .o files in your application's distro (use the linker as
   part of the installer?)

It doesn't mean:
 o reveal trade secrets, as you would have to with Cygwin
