Let me see, it says:

"* REDISTRIBUTION OF THE SOFTWARE IS PERMITTED FOR NON-COMMERCIAL PURPOSES

this document are duplicated in all such forms and that the documentation,
advertising materials, and other materials  related to such distribution and

Software without specific prior written permission."

So if we take Red Hat as an example then they can't redistribute it because
Red Hat CDs *are* a commercial purpose.
Perhaps Debian could include it in the non-free CD, but I don't think they
will be really interested.
