When the DOS program has nothing to do, it is kind of it to tell the multitasker it can use the rest of its time slice for other tasks. You can test it btw - and surely the standard DOS programs like command.com or edit.com use it. Start 20 command.com under EMM386 in DR-DOS, you won't notice any slowdown...
