But there most definitely should be.

Unless you grossly misinformed the picker what you wanted to do with
your DJGPP installation, you have not looked for it, properly.  Or you
forgot to unpack the distributed .zip files...

DJGPP.ENV is in djdev203.zip (or whichever other version of it was,
when you used the zip picker)
