Everyone can work where he want, everyone can hire everyone he want. Linux kernel may ( i don't even think ) be include in Win NT series, but for home user ( Win98, WinMill ) i don't think they try to include linux kernel into these OS. Why? Linux is not for home user, is for either Hacker or Companies. A firewall + web server + mail server + ....., habitually, these program are not on a home computer.
