Did you README.1ST?
Try making a hello world program and doing this:
C:\DEVELOP\HELLO>gcc hello.c -o hello.exe

Oh, you say you have Allegro.  Try making backups of the examples
and modifying them.  Compile them like
C:\DEVELOP\EXAMPLES.BAK>gcc exhello.c -lalleg -o exhello.exe
