There was a utility for creating FLC/FLIC files in the utilities section
in the allegro home page <http://www.talula.demon.co.uk/allegro> IIRC.

SMACKER (from RAD software)is another program which is pretty useful. It
can convert a series of images to a FLC or most other motion formats or
vice versa. 

BTW why do you need a free animation utility? You can always download some
shareware animation package and crack it if you find you like it ;-)
