thank everyone for the help 
i looked into the directory where gxx.exe and gcc.exe are and there is not
stubify.exe 
Now according to the responses there is 
a broken installation "yes i'm using a 
cd installation from a 21 day to c++ book , i have also installed the
stubify.exe file on to the directory where gxx.exe is and now 
i get this 
hello.cpp:1: ostream: no such file or directory (ENOENT)
