This is what RSXNTDJ's gccw32 is for. Use that for Windows programs, gcc for DOS. I can't remember ever having this problem with the instructions in my HOWTO for RSXNTDJ 1.5, but the problem is DEFINENTLY fixed in 1.5.1, as I extended the concept of gccw32 somewhat.
