Most probably, you unzipped txi312b.zip incorrectly, or you didn't set 
the DJGPP environment variable.  The DJGPP FAQ tells more about these and 
other potential causes in section 6.9 of the DJGPP FAQ list.

You probably can't.  See section 17.5 of the FAQ for some limited 
options.
