Ming works fine with djgpp tools, at least in Win95/98 DOS boxes. I don't know about NT. Anders has done a fine job, too, and it is now possible to add in the latest and greatest MS headers. Keeping current was problematic with rsxntdj, and a real task with the cygwin structure. Why duplicate the effort if it can be avoided? Better those doing Win apps should use ming, and devote any left over energy to working on FAQs and docs based on using ming, rather than spawn yet another flavor, that may or may not be consistently supported and documented.
