Yes there is.  Goto www.perl.com and you'll find a link to CPAN
(Comprehensive Perl Archive Network).  Next you have to browse down a
directory or two until you find the Tk module.  Download, compile, and
install it.  Read the help files and you're away!

You'll find heaps of PerlTk tutorials floating around the web.  Join one of
the Perl mailing lists for help if you get into any troubles
