Hi,

as a followup to my request (and thanks for all responses), I have
located a publically available utility (through Hensa.micros.com in the
UK) which appears to do the job of changing montor refresh rates for VBE
3.0 or higher.

The http addresses in the readme.txt file point to

and

respectively. Perhaps others might be interested to try it out and if
so, I would be interested to know what they think.
