I assume you rebooted your machine after changing that line, yes?

Rename your CONFIG.SYS and AUTOEXEC.BAT, reboot and try again.  Then
post your CONFIG.SYS and AUTOEXEC.BAT here and tell whether rebooting
without them solved the problem.  There's something weird going on in
your system.
