The _tx format is an internal representation, used to generate the other documentation versions when you install Allegro. What, don't tell me you haven't done that yet? You need to run make: see the "Installing Allegro" section in readme.txt. Actually, even if you haven't installed it yet, the plain ASCII verson of allegro.txt is included with the distribution, so you already have the full docs in one usable format... Shawn Hargreaves.
