Here's your problem: obviously, the DJGPP include directories are not
searched at all (no mention of C:/djgpp/include or the like in the
list of directories, above).

The problem almost certainly is that you didn't 'set DJGPP=....' in your
autoexec.bat, or didn't reboot after adding that line.
