We could call the files texinfo-3.9.zip and texinfo-3.12.zip, but then people who unzip them on plain DOS would have problems with these names. If we want to stick to DOS 8+3 limitations, even txi39b.zip as opposed to txi312b.zip is ambiguous. It's not an easy problem to solve.
