I'd say we vote for it. I Don't want to influence anyone by my vote so do
not read on past the stars if you do not want to know. I'm thrusting you,
DJ to keep the vote count. We should allow for a month or so so many
people can tell what they want.

My vote is as follows: 

I vote yes on bamming the html, because it's very annoying, I use PINE and
it chokes on those messages.
I vote no on banning multipart because SOMETIMES sending a small zip file
can be useful, like when sending zipped sources for a finished small djgpp
utility.
