The one in Groff distribution does work.

In general, when a package installs a lot of programs and/or auxiliary
files, like in the cases of Groff, Enscript, and TeX, I usually make a
point of using the install target instead of moving the files by hand,
because it minimizes the probability of omitting a crucial file in the
binary distribution.
